What's the difference between a CLP and a CDL?
A commercial learner's permit (CLP) is the supervised learning stage: it lets you drive a commercial vehicle only with a qualified CDL holder beside you. A CDL is the full license. Federal law requires you to hold the CLP at least 14 days before taking the CDL skills test.
The two documents are stages of the same federal licensing sequence in 49 CFR Part 383. The commercial learner's permit is how you legally practice driving a commercial motor vehicle before you're licensed; the CDL is the license itself. Federal rule §383.25(d) makes the order explicit: holding a CLP is a precondition to getting a first CDL.
What does a CLP let you do?
A CLP counts as a valid CDL for behind-the-wheel training on public roads only, and only under the conditions of 49 CFR §383.25(a): a CDL holder with the right class and endorsements must be physically present in the front seat beside you, supervising, on every trip. How do I move from CLP to CDL?
Three things stand between the permit and the license. First, complete Entry-Level Driver Training from a provider on FMCSA's Training Provider Registry — required for first-time Class A and B applicants since February 7, 2022 (49 CFR §383.71(a)(10)). Second, wait out the 14-day hold. Third, pass the three-part skills test — pre-trip inspection, basic control, and the road test — covered step by step in our skills test guide. When your state issues the CDL, you surrender the CLP and your old license (49 CFR §383.71(b)(6)).
One practical note that follows straight from the rules: because the CLP expires at one year and can't be extended past it without retesting (§383.25(c)), a stalled training plan can force you to retake the knowledge tests. Book training with the 14-day floor and the one-year ceiling both in mind.
